This is the picador.  He stabs the bull in the shoulders with a long spear-like weapon to weaken him before the matador enters.  The horse's eyes are blindfolded so it won't panic at the sight of the bull.  The bull actually lifted that horse and man off the ground slightly on one of his first attacks.
